You can test on your own at 18. If you are 16 or 17, Delaware still lets you test, but you must submit a written age-waiver application to the Delaware Department of Education showing good cause for testing early, plus age verification, proof of school withdrawal, and a school transcript. For an online test, a parent or guardian must attend the pre-test check-in to give consent.
You cannot already hold a U.S. high-school diploma and cannot be currently enrolled in a high school at the time you test.
Delaware lets you test if you live in Delaware — or, if you live in another state, if you are actively employed in Delaware or registered with a Delaware Department of Labor program. That covers most people who commute into the state for work. The diploma is issued by the Delaware Department of Education.
A current driver's license, state ID, U.S. military ID, or passport is accepted at every Delaware testing center. Expired IDs and school IDs are not accepted.
