McKinley Community School for Adults, 634 Pensacola Street, Room 108. It is the only public GED site in Honolulu itself. Several military education centers on Oahu appear in test-center searches, but the registry marks them DoD only, so they are not an option unless you are affiliated. No. Hawaii is one of a small number of states with no at-home online proctored option, and it is worth being clear about that up front because most GED advice online assumes otherwise. GED Testing Service publishes an online price and an online retake policy for nearly every state; for Hawaii it publishes neither. Every module is sat in person at a community school for adults. Your preparation can be entirely online — the exam cannot.
Hawaii charges $43.50 per module, so $174 for all four. That is above the national middle, and because there is no online option there is no cheaper at-home route to compare it against. Retakes are more forgiving than the price suggests: there is no waiting period after a first failed attempt at a subject, and you only hit a 60-day wait after a third attempt at the same one. There is no limit on how many times you can test in a year.

The community colleges are the usual first stop — nursing, culinary, automotive and IT certificates all open up once you hold the credential, and their credits transfer onward into the UH system.
