The Waipahu Community School for Adults Windward Campus, at 730 Ilianina St. in Kailua. The name looks wrong and is not — the Hawaii DOE runs ten Community Schools for Adults and the Windward campus sits under the Waipahu school in the testing registry even though Waipahu is across the island. The military education center at Kaneohe is marked DoD only, so it is not an option unless you are affiliated. Book through your GED.com account.
No. Hawaii is one of a small number of states with no at-home online proctored option. GED Testing Service publishes an online price and an online retake policy for nearly every state; for Hawaii it publishes neither. The good news locally is that you do not need one — the Windward campus is in Kailua, so you are not crossing the Pali four times. Your preparation can be entirely online; the exam cannot.
Hawaii charges $43.50 per module, so $174 for all four, and the price is the same at every site in the state. Retakes are more forgiving than the price suggests: there is no waiting period after a first failed attempt at a subject, and you only hit a 60-day wait after a third attempt at the same one. There is no limit on how many times you can test in a year.
Eighteen. A 16- or 17-year-old can test with approval under Form 4140, Exceptions to Compulsory Education, and GED Testing Service directs you to your high school counselor to start that. There is no residency requirement at any age, so you do not have to prove you live in Hawaii to test here.

Windward Community College in Kaneohe, Honolulu Community College, Kapiolani Community College, Hawaii Pacific University and the University of Hawaii at Manoa all treat the GED as equivalent to a high school diploma for admission. Windward is the closest first stop — its credits transfer straight into the UH system, and health, education and natural sciences pathways all open up once you hold the credential.
