Almost certainly not, and this is the most common wrong turn from a Pearl City address. The Pearl Harbor site is under four miles away and comes up first in any map search, but the testing registry lists it as DoD only — it serves military-affiliated test-takers, not the general public. Two other military education centers on Oahu, at Kaneohe and Schofield, carry the same restriction. Unless you are affiliated, plan on Kapolei, Wahiawa or Honolulu.
No. Hawaii is one of a small number of states with no at-home online proctored option. GED Testing Service publishes an online price and an online retake policy for nearly every state; for Hawaii it publishes neither. Since there is no public site in Pearl City either, budget for four trips to Kapolei or Wahiawa. Your preparation can be entirely online — the exam cannot.
Hawaii charges $43.50 per module, so $174 for all four, and the price is the same at every site in the state. Retakes are more forgiving than the price suggests: there is no waiting period after a first failed attempt at a subject, and you only hit a 60-day wait after a third attempt at the same one. There is no limit on how many times you can test in a year.

Leeward Community College, which is in Pearl City, treats the GED as equivalent to a high school diploma for admission, as do Honolulu and Kapiolani Community Colleges and the University of Hawaii at Manoa.
